Background and Bio
Marcy Kaptur was born and raised in Toledo, Ohio, earning a Bachelor’s degree in history from the University of Wisconsin and a Master’s degree in urban planning from the University of Michigan. Kaptur began her public career as an urban policy adviser to President Carter, where she and her colleagues crafted housing and urban development legislation. In 1982, while pursuing a Ph.D. at MIT, local Democratic leaders recruited her to run for Congress. She has held her Congressional seat for 22 terms and is now the longest-serving woman in the history of the U.S. House of Representatives. Kaptur still lives in the same Toledo home where she grew up.
